Uneven Development and Displacement: The Politics of Gentrification in Tarlabaşı, Istanbul

Özet
This paper analyses the political outcomes of neoliberal urbanisation in Turkey, particularly in Tarlabaşı/Istanbul. As Turkey experiences a peculiar phase of capitalism under the pro-Islamic AKP rule, whose rule has been shifting from hegemony to authoritarianism, the value of urban space increases rapidly especially in Istanbul where the global city discourse has been used. As a result of the uneven development in the urban land, in Istanbul’s highly demanded central districts, we observe some strategies are undertaken such as gentrification, accumulation by dispossession, the spatial exclusion of certain classes, the re- commodification of space, and eventually displacement along class lines. Tarlabaşı/Istanbul represents a perfect example of these urban politics where the residents are demonised by the media outlets owned by the holdings which are also undertaking urban regeneration projects in Tarlabaşı/Istanbul that are given by government in exchange of being pro-government media outlets. All in all, in Gramscian and Lefebvrian words, ‘the production of space’ on one hand and ‘right to the city’ on the other, this paper will evaluate discourses and policies from ‘political society’, and discourses and resistance strategies from ‘civil society’.
