Challenges in implementing climate policies: a mixed methods assessment

Özet

This study aims to determine the difficulties that governments face while implementing climate policies and to explain and interpret the relationships between them. As a result of the literature review, six main difficulties were identified as Economic (C1), Social and Political (C2), International Impacts (C3), Technological (C4), Legal and Institutional (C5), Natural Disasters and Geographical Conditions (C6). A mixed methodology was utilized by the data obtained from 16 experts in the field. While the opinions of the experts on the implementation of climate policies were analyzed within the scope of qualitative assessments, the Interpretive Structural Modelling (ISM) and Cross-Impact Matrix Multiplication Applied to Classification (MICMAC) method were applied in the quantitative assessment. Results indicated that the challenges, such as education for awareness, policy development, law and enforcement, collaborations, incentives, and audits, emerged in the qualitative section. In the quantitative section, the most fundamental obstacle encountered by governments in implementing climate policies was determined to as Natural Disasters and Geographical Conditions (C6). However, such divergences are common due to the nature of mixed methods research. Nuanced perspectives help provide more holistic insights while interpreting the results of the quantitative phase. Further, the study provides important contributions to both the literature and policymakers for more effective implementation of climate policies.
