Elections are one of the most important elements of the implementation of effective democracy in the world and our country. Individuals who have the right to vote fulfill their civic duties to be represented by voting for the person or parties they want of their own will. In the Republic of Turkey, while the President was elected by the deputies serving in the parliament, it was accepted that the President was elected by the people as a result of the referendum held in 2007. In 2014, the President was elected by the people and started his duty. With the 2017 referendum that took place in our country, the government system was changed and the Presidential Government System was adopted. Giving voters the right to nominate candidates for the presidency is one of the most striking aspects of the new government system arrangement. According to this regulation, it is possible for the person or persons who have the qualifications to be a Presidential candidate within the period determined by the Supreme Election Board, to enter the election race for the Presidency as a result of being nominated by at least 100,000 voters. If we look at the process of the voters nominating candidates by signing, they have the right to go to the county election board where they are registered, to apply in person, and to sign for only one candidate. Nomination forms are signed by the voters in the district election board and sent to the Supreme Election Board electronically. A physical version of the document is kept in the district election board and the nomination process is completed by giving a document to the voter stating that he/she has made a candidate proposal. The fact that the voters personally participate in the nomination process brings a serious burden both for the voters and the employees of the district election board. In addition, it causes excessive use of both time and public resources. The study aims to move the nomination process by the voters to the electronic environment in the Presidential elections held in our country, to ensure that it proceeds more quickly and safely. In this direction, a model proposal is presented to reduce the bureaucratic burden of the process of being nominated by the voters in the presidential election.
