Depremler oluşturduğu sonuç bakımından Türkiye’yi en çok etkileyen doğal afetlerin başında gelmektedir. 06 Şubat 2023’te olan depremler “Asrın Felaketi” olarak ifade edilmiştir. Meydana gelen bu depremler sosyal, ekonomik ve siyasi olarak çok yönlü bir şekilde Türkiye’yi derinden etkilemiştir. Bu noktada depremlerin olası etkilerini en alt seviyeye indirmeye yönelik faaliyetler, kanun koyucu koyan olan TBMM tarafından ortaya konulan yasalara göre yapılmaktadır. TBMM’nin yasama faaliyeti dışında diğer görevi ise, bilgi edinme ve denetim yollarını kullanmasıdır. Bilgi edinme ve denetim yollarından birisi olan genel görüşme, toplumu ve devleti ilgilendiren bir konunun TBMM bünyesinde ele alınmasıdır. Çalışma, 06/02/2023’te meydana gelen depremlerin öncesinde ve sonrasında TBMM’de depremlere yönelik verilen genel görüşme önergeleri incelenmeyi amaçlamaktadır. Bu çalışma nitel araştırma yöntemlerinden biri olan doküman analizi yöntemi kullanılarak hazırlanmıştır. Veriler “TBMM Genel Görüşme Önergeleri Sorgu Formu” aracılığıyla “deprem” kelimesi kullanılarak toplanmıştır. Yapılan incelemenin sonucunda 27. ve 28. Yasama Dönemleri içerisinde toplam 11 adet genel görüşme önergesinin deprem ile ilgili olduğu ve sadece 1 adetinin depremlerden önce verildiği tespit edilmiştir. Türkiye Cumhuriyeti Anayasası ve TBMM İçtüzüğüne göre, TBMM bünyesinde bulunan siyasal parti gruplarının ya da en az 20 milletvekilinin genel görüşme önergesi verebilme imkânı bulunmasına rağmen bu yöntemin depremler bakımından çok fazla tercih edilmediğini söylemek mümkündür. Kamuoyu ve parlamentonun dikkatini çekmek açısından genel görüşme önergesinin verilmesi, yapılan ya da yapılacak faaliyetlerin TBMM bünyesinde denetlenmesine ve toplumun aydınlatılmasına katkı sağlayacağı düşünülmektedir.

Earthquakes are one of the natural disasters that affect Türkiye the most in terms of their consequences. The earthquakes of February 06, 2023 were referred to as the “Disaster of the Century”. These earthquakes have deeply affected Türkiye in a multifaceted social, economic and political way. At this point, activities to minimize the possible effects of earthquakes are carried out according to the laws set forth by the TGNA, which is the legislator. Apart from legislative activities, the other duty of the TGNA is to use the means of obtaining information and auditing. General debate, one of the ways of obtaining information and oversight, is the discussion of an issue of interest to the society and the state within the TGNA. The study aims to examine the motions for general debate on earthquakes in the TGNA before and after the earthquakes that occurred on 06/02/2023. This study was designed using document analysis method, one of the qualitative research methods. The data were collected using the theme of “earthquake” through the “TBMM General Discussion Motions Query Form”. As a result of the analysis, it was determined that a total of 11 motions for general debate in the 27th and 28th Legislative Periods were related to earthquakes and only one of them was submitted before the earthquakes. According to the Constitution of the Republic of Türkiye and the Rules of Procedure of the Grand National Assembly of Türkiye, although political party groups or at least 20 deputies within the Grand National Assembly of Türkiye have the opportunity to submit a motion for a general debate, it is possible to say that this method is not preferred much in terms of earthquakes. In order to draw the attention of the public and the parliament, it is thought that submitting a motion for a general debate will contribute to the supervision of the activities carried out or to be carried out within the TGNA and to enlighten the society.
