Özet

Siyasal partiler, modern temsili demokrasilerin temel kurumları arasında yer almakta ve siyaset biliminin başlıca inceleme alanlarından birini oluşturmaktadır. Parti tipolojileri içinde önemli bir yere sahip olan Otto Kirchheimer’in “hepsini yakala partisi” kavramı, partilerin belirli bir sınıfa veya katı bir ideolojik kimliğe dayanmak yerine farklı toplumsal kesimlere seslenerek geniş bir seçmen kitlesine ulaşma çabasını açıklamaktadır. Bu kitap, hepsini yakala partisi modelinin temel özelliklerini Türkiye örneği üzerinden incelemektedir. Bu kapsamda hepsini yakala partisi; ideolojik söylemini geniş kesimleri dışlamayacak biçimde esneten, çıkar gruplarıyla ilişkilerini güçlendiren, güçlü bir liderlik ve üst yönetim yapısına sahip olan ve örgütsel açıdan profesyonelleşen bir parti tipi olarak ele alınmaktadır. Partilerin bu modele uygunluğu; örgüt, ideoloji ve seçim boyutları ile bunlara bağlı alt ölçütler üzerinden değerlendirilmektedir. Nitel araştırma yaklaşımına ve karşılaştırmalı tarihsel analiz yöntemine dayanan çalışmada, Adalet Partisi’nin 1965-1971 dönemi ile Anavatan Partisi’nin 1983-1989 dönemi karşılaştırılmaktadır. Doküman analizi yoluyla elde edilen bulgular, iki partinin hepsini yakala partisi modelinin farklı özellikleri bakımından öne çıktığını göstermektedir. Bununla birlikte bütüncül değerlendirme sonucunda, Türkiye’de hepsini yakala partisi tipine uygun özellikler gösteren ilk siyasal partinin Adalet Partisi olduğu sonucuna ulaşılmaktadır. Kitap, Batı Avrupa merkezli bir parti tipolojisinin Türkiye siyasal hayatına nasıl uygulanabileceğini tartışırken, Adalet Partisi ile Anavatan Partisi’nin örgütsel yapıları, ideolojik yönelimleri, liderlik biçimleri ve seçim stratejileri üzerinden Türkiye’de merkez sağ siyasetin gelişimine de ışık tutmaktadır.

Political parties are among the fundamental institutions of modern representative democracies and constitute one of the main fields of study in political science. Among party typologies, Otto Kirchheimer’s concept of the “catch-all party” occupies an important place. The concept explains political parties’ efforts to appeal to different sections of society and reach a broad electorate, rather than relying on a particular social class or a rigid ideological identity. This book examines the main characteristics of the catch-all party model through the case of Türkiye. Within this framework, the catch-all party is considered a type of party that adapts its ideological discourse in a manner that does not exclude broad sections of society, strengthens its relations with interest groups, possesses a strong leadership and senior management structure, and becomes organisationally professionalised. The parties’ conformity to this model is evaluated through the dimensions of organisation, ideology, and elections, together with the related sub-criteria. Based on a qualitative research approach and a comparative historical analysis method, the study compares the Justice Party during the 1965-1971 period with the Motherland Party during the 1983-1989 period. The findings obtained through document analysis demonstrate that the two parties stand out in terms of different characteristics of the catch-all party model. Nevertheless, as a result of the overall evaluation, it is concluded that the Justice Party was the first political party in Türkiye to display characteristics consistent with the catch-all party type. While discussing how a Western European-centred party typology can be applied to Turkish political life, the book also sheds light on the development of centre-right politics in Türkiye through the organisational structures, ideological orientations, leadership styles, and electoral strategies of the Justice Party and the Motherland Party.
