State governance differs in various cultures and civilizations in line with societal, geographical and historical contingencies. Texts which examine the state from a theoretical perspective, philosophical and sociological ideas have been put forward with regard to various issues pertaining governing. These works examinined thoroughly the structure and worth of different social classes and groups, as well as the behavior and attitudes expected of the ruler. This paper comparatively discusses Cicero’s De Re Publica, which shaped the political life of the West, and Yusuf Khas Hajib’s Kutadgu Bilig, which is the embodiment of the Turkish thought system and state organisation. State understanding, forms of governance, the virtues expected of the ruler, and conceptions of the social state are the focal points. It is observed that developments in Turkish political life follow a markedly different trajectory from those in the West depending on factors such as social structure, geography, culture and philosophical traditions.
